Why did God make freaks?

I always see people who become transgender as having bodies made to transition them into womanhood. Is this basically God saying that he didn't want to make them an actual woman, but gave them passable bodies so they may become a fake woman? Is this some kind of cruel joke on His behalf?

Just nature.  You pump out several billion individuals, you get some unusual ones.
