This is true. It used to be that most didn't have really a need to go to a university and often learned their trade if they were absolutely willing and took apprenticeship from an established expert in their field of work or study. Sometimes their mentor would even send them off to school if it wee required, or helpful in furthering understanding of the field.

I think we've moved away from that and that's why things are so out of whack.
