Actually, this layout has been appearing and going away for about a month or two for me. I hate it every time I see it, but it goes away a day or two (or even hours) later.
I hope it's not permanent this time. I guess it isn't terrible, but the only thing broken on Youtube is the comments, and instead of fixing their organization, they made them worse.
Oh, and ratings have gone from 1-5 to good or bad. I don't see how that's better either.

It changed for me sometime between this morning and a few minutes ago... I already hate it. They somehow made it less accessible than it used to be.
Keep in mind that this is coming from someone who doesn't mind when Facebook changes their layout every three months.
