In the end all problems come down to one thing: funding. Few independent citizens will have the money it takes to pay animators, voice actors and all that jazz. But what if you outsource everything to some shitty African country? How much real, western money would you be expected to pay someone to do the dirty work? Well, here are the cold, hard facts: the average wage in Zimbabwe is $100 billion Zimbabwean dollars per month. Sounds like a shitton, right? Wrong, that's only $0.30 USD. Per month.
Now obviously the quality is going to suffer a lot, but you're paying them peanuts anyway so who gives a shit, right? It could at least be worth a few laughs and I suppose that it could be seen as an act of charity considering there's a huge unemployment rate. The hard part would be finding and communicating with your slave team, as well as supplying them with some basic equipment (pencils, access to a scanner of some sort and maybe some AIDS medicine to keep them alive long enough to actually finish a few frames).
