It wouldn't. Nothing ever stops trolling completely. However, it would help people handle the trolling much better if they knew if it's being caused by one annoying person or multiple people.

Yes, the majority of them are trolls. There are few people who post to 4chan with a pseudonym that refrain from trolling. This type of ID system doesn't have a name attached to it though. An example here:

I always try to the best of my ability to exhibit integrity. And it's gotten quite some reaction from other people on 4chan. People get pretty surprised to find that there are some people that show they have integrity even on a site such as this.

I could understand that reasoning being applied to "namefags" and "tripfags", but not applied to the old ID system. If that were the case, people who post anonymously would be getting called out on all those places that use the ID system: iichan, 4-ch.net, http://wakaba.c3.cx/soc/ , ect. Even under the ID system on those places, people's messages are still judged based on content and not identity.

Tripfags/namefags, on the other hand, are a different story.
