Yeah that's basically it. I'm on #4chan quite a bit, and the people who are active in the day-to-day operations of 4chan (not moot) repeat basically what he has said. The only moderators that moot sees worthy are the ones who have been around since the founding of 4chan circa 2003/2004.
Honestly if I were in his position, I'd feel exactly the same way. Although I agree somewhat with the people who were discussing the site with him on making 4chan regulars be moderators or janitors as well. There's people with honesty and integrity who browse and contribute to 4chan, even though that's pretty rare amongst this site's population it's not entirely non-existent.
