Retards should only be allowed to have sex with non-retards..  that'll dilute their retard gene.

Other alternatives and why they are FAIL:

1) Don't allow retards to have sex: That'll cause retards' level of frustration to go up and violent crime to go up.  No thanks.

2) Kill all retards: Then they'll escape to another country where they aren't being persecuted and reproduce there, hence increasing the prevalence of their retarded genes.
