While it is true that the male cat has barbs on the end of his penis which actually stimulates ovulation, when they withdraw it from the female, this is a is a very successful breeding strategy, as females do not ovulate unless they are bred and experience this sensation.
It would be impossible to actually claim that this is "painful" for the female, and our speculations are just that... speculations and anthropomorphic (assigning human emotions and feelings to animals).
To play devil's advocate, the female may be moaning with pleasure. Females roll with apparent pleasure after breeding, and if the female is in deep estrus, will welcome overtures from her mate, over and over. I would think that if it were painful to that degree, that the act of mating would be a deterrent, not one that she would continue.
This being said some experts state that breeding can be painful.. but one really does not know this for sure.
