Why do people say the universe used to be small and is always getting bigger, when by definition of the universe, there is nothing to compare its size to except itself?

how do we know that the means of measurement is independent of the apparent size at any given time? Wouldn't we be merely measuring the relative sizes of the measurement system and the universe?

There are a lot of assumptions that go into it, most assume that everywhere else has the same properties as our part of the universe. Seeing as how we haven't even been able to get back to the moon in the past 50 years or so, I wouldn't worry about anything outside this solar system for many generations.
