It's only 13 if you LIVE in Japan. Foreigners are both allowed and encouraged to visit schools and kindergartens. It's a sort of free sexual service, with the added bonus of foreign child support being a mayor income/import for Japan. Schools actually have Seduction on the schedule in classes 1-3. ...or so I dreamed.
