Drawing the line at 18 for most states in the USA is arbitrary. Like many things in life, the line realistically varies from person to person. There are people well into their so-called adulthood who clearly aren't mature enough to participate in sex.
Dropping the "age of majority" in the USA to about 16 is a good idea since it would decriminalize a lot of the fairly non-injurious sexual relations that we now heavily prosecute people for. Since Americans are largely a bunch of prudes and scowlers, don't count on THAT happening.
