    Cho carried a .22 and a 9mm into Virginia tech. Even if he was able to precisely headshot each and every one of the 32 victims, at some point during his rampage, he was standing in a classroom, outnumbered by college students at hand's reach, with unloaded firearms and an intent to kill, yet nobody took initiative even under the shadow of certain death.
    Giving he wasn't an expert gunman, and a .22 to, say, the abdomen wouldn't be enough to kill or incapacitate a college student at his prime, I can only presume that he actually lined up the students, shooting them one by one, implying that his intentions were not, say, taking their money, yet no-one really resisted.

    I wouldn't blame the students though, it's the faulty educational system that's to blame, and I'm not talking about the type of education you recieve from your teacher- I'm talking about the the type of approach instilled in the minds of people, who are taught that "safety's first" usually when common sense comes later.Thinking that "if you play dead it'll leave you alone"- usually leads to you actually being dead. Raised in a bubble alienated from any threat to their lives, these people have lost all sense of proportion and all trace of primal instincts, their grasp of reality is twisted. On account of this logic- I would say that the reason Cho thought it was a good idea to bust up his schoolmates, is the exact same reason his schoolmates were like cattle on their way to the slaughter house.
