First, gain access to your target's toilet surreptitously. Now, take a dump in the tank, not the bowl. This works better if you can get more people. I'd recommend at least three. Watery poo is better so diarrhea is a plus here. After the dumping,apply a bead of caulk to the tank lid. There you have it. There is some debate as to whether you should give the toilet a flush before the target finds it. I'd tailor that bit to the individual target.
