Since there's no images on the text boards, there's nothing that really needs moderating. Practically nothing illegal can be posted on the discussion boards, whereas imageboards can contain child porn, embedded .rars in images with copyrighted material (ie pirated mp3s or software). These boards are not moderated at all because there simply is no reason to. So feel free to say anything and everything you like here.
