Anime → Cartoon?

Is anime that is shown in U.S.A, Australia, etc considered cartoon due to the fact that the original japanese voices aren't used or are they still considered anime?

Japanese call their "cartoons" anime because it's animated lol

other than that you could assume jap and ameri culture to be quite different and this showing in their products
