1. Find a jpg image is relevant to the target's interests so they'll be sure to save it.
2. Embed a .rar file in the .jpg including lots of cp.
3. E-mail it to the target (while using a proxy, of course... or better yet, take a flash drive with said jpg image and upload it onto a public computer so it can't be traced back to you, then create a throw away e-mail account and send it from there).
4. Once you have confirmed that the target has saved the picture, notify police that they have CP on their PC.
