Masterbating illegal?

Have you ever got in trouble for masterbaiting? My mom found me doing it and i got grounded, she also said it is illegal and i could go to jail is this true?

It makes me sad to see a man and woman showing affection in public, when I know that I can't enjoy the same togetherness with my hand without getting nasty looks.
