ask to see his business card. if his address is "in the gutter" then he's probably homeless.

pour scalding hot water on the "financially chalenged individual" if he/she howls out loudly in excrutiating pain and agony, then yeah maybe that person is a bum

learn where the shelters and meal/health aid places are, social services dept. has a list particular to whatever city yur in. some warrant runners have to avoid records and so can only go to shelters...as in anonymous...these step-up charities are really the best way to help homeless.
