Cops

So, I'm watching this mardi gras episode of COPS or something. They're down somewhere busting people for exposing themselves and shit. Some guy gets to spend a night in jail for pulling down his pants a few seconds at a time, then 5 minutes later the same cop just gives a totally topless woman a nice little warning. What's up with that? I understand boobs are less offensive than penises, but that shit just sucks.
