Children masturbate (boys especially; there's a reason parents need to actively keep their kids from sticking their hands down their own pants in public), though they typically don't associate it with sex. They just know it feels good.
Child porn is wrong because it exploits and scars children in a way that can never be undone; its very existence is vile. It could be watched by no one at all and it would still be horribly wrong and terrible, just because children had to suffer in its creation. Nothing can justify it.
