Garbage in your dick

I've noticed that when I pull my foreskin back I sometimes see chunks of little garbage underneath or on my dick. Am I going to get an infectious disease in my penis if i dont clean the garbage out?

its either dead skin or dried urine. both are sterile so you wont die from it but you should clean it off for the same reason you bathe in the first place.
