If you have a dynamic IP connection (like dial-up or some ADSL lines) you simply disconnect and connect again, and you have a new IP. If you have a fix IP, you MUST use external programs, although you probably can't "change" your IP, you just can send a fake IP to others.
An IP identifies your computer on the network. Your computer HAS TO TELL the server your IP, otherwise it cannot send the reply back to you.

if you're just browsing websites and want to be anonymous the easiest way to do it is just use a proxy server. first go search the internet for "anonymous free proxy server" you'll probably find a site with tons of them that gets updated regularly. you can even be a little exotic and choose one in an interesting country. ah I've travelled the world that way. anyway, next just go into internet options for your browser, go into connections. I think for IE you have to go to lan settings, and click a proxy server, fill in all the info you got from the website. blah its done. you'll probably have to update it quite often though because they go off and on.
