japanese surnames

i've heard that in japanese culture, your surname is first, then your name second.

assuming this is correct, then american names would be written like "smith joe."

what then, do you make of a name like "toshiki yui?"  is toshiki his last name?  because i've also seen it written "yui toshiki," which would make yui his last name.

is there an easy way for a non-cultured person to determine whether a particular japanese person's name is written backwards or forwards?
