Women are probably at their happiest when they are 9-12, since they are the cutest calmest things in existence and just discoverring their sexuality.

Men are probably at their happiest when they are 21-35, since they are in their physical and mental prime.

Speaking as a female, age 9-12 was NOT my happiest or calmest time, and most of my female classmates didn't really discover their sexuality until after menarche (though the age for menarche has been getting younger and younger...).

According to many science journals and my biopsy class, while sexual and hormonal peaks differ in age between men and women, the brain in both sexes looses most of its plasticity around age 25. Whether a person is "mature" or not depends mostly on the individual.
