Depends on your take on things.
In functionalist theory, there will always be homeless. It's tied with the fact that, without homeless, social class would break down. Being in the lower class is dependant on your environment. There IS no solution to solve homeless. Even with money, you cannot bring a homeless back into society as a working class. There's the few oddballs, but in general, society prevents homeless from disappearing.
