It is called "pitch accent". Every mora in a word can have high pitch or low pitch and a set of rules determine which pitch mora caries. Pitch accents are sort of in-between tonal and non-tonal.

Stress accent, like in English, makes the syllable longer, louder and higher in pitch than the surrounding syllables. (Does English have general rules regarding stresses?)

The difference between pitch accent and a two-tone system is that words in the two-tone system can have any pattern of tones. That is, tones are an intrinsic part of the syllable like the consonant and vowel -- which leads to the scripts of the languages having information for tone like in many south east asian scripts. Chinese do not have tonal information in their scripts because the script is ideographic though I am sure pinyin does have tonal information.

Both English and Japanese do have pitch accents which does not appear in their respective scripts. I don't think that pitch affects the next word in shiritori in Japanese and therefore stress should not affect the next word in English.
