The first sentance is correct, if archaic.  It would be more common to say, "We are running OUT of gas." 

The second sentance may be a bit wrong, since up is a preposition, and "good" sentances never end in prepositions.  It would be better to say, "We have to FILL UP our car."  Prohibiting prepositions at the end of sentances makes the language akwards at times ("With WHOM did he go?"), and sometimes silly ("That is the one to which he went.")  So in general useage, it's fine, as long as you understand that some people might consider it incorrect.
