Japanese people tend to avoid expressing honest opinions or feelings, which might hurt or offend others. It seems difficult for Westerners to understand this kind of attitude.
The geographical situation of Japan has worked a strong influence on Japanese way of thinking. Since Japan has been a small island country, Japanese people have valued a sense of harmony and togetherness more than self expression to keep peace. And for this the Japanese have been able to live together in small communities peacefully and harmoniously. 
Today there is no war in Japan. But there are a lot of wars in the Middle East, because people there are very assertive and would not make a concession.  Yet this attitude has not been accepted by other nations.
