The typical japanese English class is heavily focused on memorization with only little practice.  I am a French native from Canada yet am perfectly fluent in English because I was encouraged to practice the language on an almost daily basis.  The point of an English class shouldn't be to turn students into walking dictionary, it should be to mold them into a fair speaker.  Then with speaking properly usually comes writing properly, as you usually have more time to put thoughts on paper than you have to put them on your tongue, allowing you a better mastery of grammar and a solid command of specific vocabulary.  If you want to become fluent at English I would strongly encourage you to practice speaking with other people as much as possible.

I' m afraid you are a bit mistaken here. I've been learning Japanese for quite a while now. Not easy at all. I had to spend a whole year on learning 2000 kanji before moving on to learning the actual language. I'm pretty confident that learning Japanese for europears is just as hard as for you learning a european language.
