Hong Kong is blocked from 4chan?

"Posting from your ISP has been blocked due to abuse"

I got this message when I tried to reply a thread today,
then I tried to use a public wi-fi but still have the same problem,
seems like Moot has blocked all ISPs from Hong Kong.
Is that means I can't never post on 4chan again?

These ISP blocks keep coming and going and I'm really getting sick of it.

Whats going on over there that's causing it?
