Protips:
a. Verb at the END of phrase (most of times). This is not English.
b. No silly v/u or j/i distinction. Latin doesn't use that shit. This is not Pedobear's Proto-Italian.
c. "Est" imposes nominative, not genitive.
4. "Parlare", not "locutare" - more informal.
5. "Cum" imposes ablative, 4chan ends in -n so is 3rd declension, so it's "4chane", not "4chano".
6. "Latin" is an adjective in Latin - "ad latinam lenguam", not "Latina".

Get out your old Latin book and dictionary and try to write some shit. It will take you an hour to finish a simple sentence, but you'll learn a lot.

I don't know what Internet tools are good, but to write my first sentences I used:

Go for "all search options" then "english to language lookup" to find latin words and the word study tool to analyse them.

Search for a site to see declinations/conjugations. This one is in German. Not that it matters much, but I guess there are countless other sites likes this.

www.etymonline.com
Make use of the Latin origin of many English words. Often the meanings are different, so you can't always use them 1:1, but it greatly helps you if you see those connections.

Just fool around, you can also simply modify some sentences from your book. Doesn't matter if you don't get them right all the time. I also don't know how to write correct Latin, but it's entertaining to write stupid shit like this and more effective than reading course materials:

If you wanna learn some Latin and read good literature at the same time you should get hold of some Loeb editions as they have the Latin on one page and the english on the facing page. Ovid and Caesar are two easy authors that should be a good place to start. Also pick up a grammar book so you have an idea of how to form tenses and noun declensions etc...

I found an online facebook thing entirely in Latin.  It kinda helps because you can talk about everyday things in Latin so you can have more interesting conversations. Plus they have a latin chatroom, which is kinda fun.  It was kinda weird to argue American politics in Latin, but it was also delicious.
