I know it's based off of ع, but what languages actually use Ƹƹ?

Unicode spec says:

Ƹ (U+01B8) LATIN CAPITAL LETTER EZH REVERSED
ƹ (U+01B9) LATIN SMALL LETTER EZH REVERSED
　• archaic phonetic for voiced pharyngeal fricative
　• sometimes typographically rendered with a turned digit 3
　• recommended spelling U+0295 LATIN LETTER PHARYNGEAL VOICED FRICATIVE
I tried looking for languages using it, but Google isn't much of a friend here; it keeps giving me pages that confuse "Ƹ" with "Æ"... >_<
