No one can give the right answer without context, but I think it most likely means "If there is X," or "If there was X," as in 質問があれば遠慮無くどうぞ means "If you have any questions, feel free to ask us" and お金があればなぁ means "If only I had enough money..."

protip - don't use subtitles to translate Japanese. They are rarely an exact translation, usually just a similar idea.
If its any help there first could be phrased as "if there are any questions" emphasizing the (possible) existence of a question.
The second sentence could be "if there is any money" this time emphasizing (again, possible) existence of money.
I know I'm going to sound like an idiot, but could someone explain to me exactly what the -te form is all about?
