I don't think that's the right way to do it, that's just racist lolol. What you need to do is have foreigners take an IQ test. If they are above the average Japanese IQ (106 or so?) Then let them in. The reason imigration has ruined so many countries is because dumber races are entering the country and the dumber the country the more violent and poor it is.
