How do you make that sound or even type it if it's possible? It's not just that one, its other ones that don't seem to work, like I've seen R ones with " as well.

I've seen 'em too. But I think they pronounce like normal, it's just for emphasis.

They're just added for emphasis. For example, if you see someone yelling or something, going "aaaa", sometimes it has the dash marks next to it. *shrugs*
