How to set up your own image board?

I see all these image boards on the interwebs, 4chan, iichan, wtfux, not4chan, gurochan, 7chan and countless other smaller image boards dedicated to fetishes and stuff.

Now I would like to set up a board too, but I don't know how. I guess there's some sort of futaba template you can download somewhere..but would I have to modify a lot to get it running? I only know html, no php or other coding languages whatsoever.

Also, does futaba require a dynamic server? That supports PHP, MYSQL and all sorts of stuff?
