Yes, it is legit I downloaded a copy before the link died. It is not modified in any way, I had two copies and hashed them to ensure the file was not corrupted.

A context item named "4chan Grab" should appear at the bottom of the right click menu. The only thing I can recommend is that you make sure any old versions of the plugin are removed because they can cause conflicts or if that isn't the problem make sure the file downloaded properly.
