Like I said before, genetics has a bigger effect than puberty. Some peoples features naturally translate better from one gender to the next regardless of their age or time of transition. And some people look like they're 20 before they're even 13. It's all genetics.
Look at Jamie Clayton of Harisu for example. Both very beautiful women, both transitioned AFTER the ages of puberty taking effect. It was genetics. So even for someone who has been affected by puberty and if they don't exactly have genetics in their favor, surgery can clear that up.
