Old 90's game

I was wondering if someone would be able to help me figure out a game i have vaguely in my mind. It came with a pre built system in the mid to late 90's.
The game was a mystery, i think a murder mystery. You start off at your office, where it had a PC with the old CTR monitor. You could turn it on, look up suspects names and profiles, and play either pong or breakout. When you needed to travel, you were shown a picture of the town. The places you could go did have names, like your office, the scene of the crime and maybe the hospital/jail were your only few options. As you figured out clues you could get new places to go to. I remember one place on the top left that took a while to get to. The game had you try and solve this game in a set time line or the person you were trying to help had something happen (be tried in court or something like that).
This has been bothering me for some time, and would very much appreciate the help.

I looked it up, unfortunitally it's not that. It was very minimal on moving content, if you went to one place, it was just the room. I don't really believe it had characters other than a face and some text
