Paradox forums are chronically down so I can't read protips there and I'm attempting Meiji Restauration. Did RTFM. Everything else is going fine, except Prestige and Military. I'm old veteran of first Victoria, but now I'm struggling to get enough manpower and prestige. I built a huge navy with results of having hueg maintenance with low rise in Military Power, so no big gains there.

In 1.0 military score is mainly determined by the number of possible brigades you can build and how many generals you have , not the number of actual units/ships you built. To get more possible brigades, maximize military spending and use national focus. If you do this from the beginning and conquer Korea, National Focuses aren't even needed and you can westernize Japan in the 1850's. They probably changed some stuff in the 1.2 patch.
