Yes, it is indeed possible to 100% Glimmer before getting the Ladder climbing ability. No cheats required!
So yeah, I'll try my best to explain it.
Step 1-Complete the First Superfly powerup objective(Light gem lamps outdoors)
That's the easy part, here comes the hard part.
Step 2 - Step through the Superfl powerup Gate, then head left. Head through the left most window near the Glimmer exit portal. Just keep hanging to the left.
Step 3 - When you reach the cave, keep hanging left, but also stay at the top.
Step 4 - When your power up runs out, you'll have but once chance to glide left as much as you can, and press Triangle when you're sure that the other Superfly Powerup area is in front of you. I managed to do it with some room for error.
