Dave - just use the GTS evo trick. Put the poke up for trade, trade a poke, then withdraw the poke up for trade. It will result in evolution!

in order to get the boosted exp gain, does it have to have another trainer's name or does it just have to be obtained through trade

Obedience depends on relationship status with the pokemon, and if that isn't good enough, how many badges you have. 3 will cover you up to level 30, 4 will get you to 50, then 6 is 70, then 8 is full, up to 100.
