Looking for a Civ type game

Are there any games like Civilization or Galactic Civilization, but are fantasy as opposed to historical or sci-fi, respectively? I've tried several HoMM games, but didn't much care for them.

The only fantasy setting stuff I know of that'd be close is more war game than management sim.  Age of Wonders (Shadow Magic's probably the best) is solid TBS, vaguely similar to HoMM (hero units, exploration elements on the overview map) but actually a pretty good tactical game compared to HoMM's 'make your hero as stupidly overpowered as possible' schtick.

If it has to be a spreadsheet simulator, Romance of the Three Kingdoms might work.  No elf boobs or beardy dwarves, but the setting is fantasy.  Still much more a turn-based war game than Civ, but there's some logistics and scope for diplomacy/espionage beyond 'find enemy army, smash'.

Caesar is a reasonable spreadsheet game with a much narrower scope than Civ, but historical, so probably no use to you.
