Put up your Electabuzz holding Electrizer for trade, ask for something that the GTS won't let them trade you, like an Ursaring lv 9 or under, then go out and look for something easy to trade. Look for Shinx or something lesser so that the other person will be guaranteed to ask for something you have an extra of, when the trade is done go and take your Electabuzz back and it'll evolve.
