Game Maker is buggy as hell, and RPG Maker does have the option of coding "for real". It just has many prewritten scripts so anyone can make a game within a pretty short amount of time.

the low hanging fruit provided by rpgmaker is low enough. the low hanging fruit in a "real program" is too high.
