4. Join #4chan channel. (/join #4chan)
5. Wait for a mod. Mods are nicks with @ and % next to their names. Some mods also have a + next to their names as well, but not all. Tell the mod you have the error.
6. Give the mod your IP address, and they should "un-ban" you.
Google how to use IRC commands if not sure, etc.

Apparently, the mods know about the cached ban error.
They posted the following message on the 4chan Rizon chat:
"Cached ban error? This is a known issue that cannot be resolved at this time"
The mods still might be able to fix it for you personally if you give them your IP address, I hope.

Here are the steps to getting to the place for a 4chan ban appeal:
1.) Go to http://qchat.rizon.net/
2.) Fill in a nickname.
3.) Hit connect.
4.) Hit "Ok" when it asks you to register.
5.) Follow the instructions.
6.) Once registered, type /join #4chan in the bar on the bottom of the screen.
7.) Write that you want to appeal your ban and then discuss with the first operator or half-operator that responds. (They'll have either a @ or % to the left of their nickname, respectively.)

Btw, flushing DNS will not do, or never do shit unless you're directly connected to the internet without a router (most ISPs give you a router+modem combo nowadays). Also some don't even allow static IPs, they assign you one to your routers MAC address, and changing the routers MAC will result in being unable to connect to the internet at all since you are not registered with the ISP.

APPEAL/IRC GUIDE:
1.) Download MIRC
2.) Install MIRC
3.) Launch MIRC, it will say you have a 30 day trial ect, click continue.
4.) Click File->Select Server. Open the "Rizon" Folder and Select "Random Server".
5.) Click the "Connect" tab on the Left hand side under "Categories:"
6.) Enter your "Full name" and a (valid) "Email Address." Your "Nickname" is important, and has to be one someone else isn't currently using. Fill all that in and click "ok."
7) On the main IRC page interface screen, you will see a lightning bolt at the top. Click it, and wait for it to connect to the Rizon server.
8.) Once it is done, Type /nickserv register (Whatever you want your password to be, no brackets) (Your email address, no brackets)
Example: "/nickserv register derp Derpyhooves@delivery.com"
If it says your nickname is already taken, type /nick [newnameherenobrackets] and wait 30 seconds.
9.) You will receive an Email at whatever email address you left with a passcode.
10.) Open email, Copy the "/msg nickserv confirm df8fg8"
11.) Paste it in IRC, this will register your nickserv name.
12.) Type /join #4chan
13.) Message someone with (@) or (%)." in their name on the side (Double click their name). And ask them NICELY to fix your cached ban error. (basically un-banning you)
14.) With any luck, you will have full access to post again.
What are cached HTTP details, and who are we supposed to e-mail them to? Is it something to do with the details of our expired ban?

Update: Apparently, today I am able to access /a/ and browse threads, and I was able to make one post. However, I sometimes get bumped-back to the main page of 4chan whenever I refresh, or click on a thread.
Hopefully, this means that the mods are working on it; but it might just mean that the site is having technical problems today.

I can post on some boards perfectly fine but if I go to /v/ it says I'm banned but doesn't say why 8(
I get the same problem, but mine is slightly different.
I was banned for 2 weeks, but during the 2 weeks, I could visit the board and not post.
Once the ban was "over", this started happening.

It finally seems to have stopped. I can access boards now but sometimes it randomly reverts to the banned message. All I have to do it refresh again and it goes back to normal though. Thank god, that was getting unbearable.

Got this problem now too.
Mods couldn't help. DNS flushing and cache clearing didn't help.
I got the cached ban error for the /a/ board a while back, after my /a/ ban expired on(pretty sure) 1/18/2012.
For about 3 weeks, I couldn't access /a/ at all.
Now I can access /a/ and browse threads, and post. However, I often get kicked back to the main page of 4chan whenever I refresh, open a thread, or finish a post. I also sometimes get the ban error message whenever I try to open /a/ from the 4chan home page.
I have to keep The Yotsuba Catalog for /a/ open in one tab, so I can keep clicking a thread until it lets me enter. It appears that the chances of opening a thread successfully, or getting kicked, are totally random. I've downloaded the new Google Chrome extension for 4chan, and I'm still having this issue.
I'm so grateful for being able to post on /a/ again at all; but I'd like for the mods to please keep working on it. (assuming that's why it's partially fixed now) Is anybody else having similar problems? Maybe doing a DNS flush would fix it now?
