I want to make it so that somehow when i press special keys on my keyboard (email, internet etc), it rates the song that's playing in itunes accordingly, even if i'm running a full screen program, i.e. video game. where do i start?

op here. i want to do this in windows, but i have experimented with linux before. i know vb, java and some c++, but i would gladly learn another language if someone can point me in the right direction.
