ISP Block, Chile

During some time I've been abail to post on 4chan, but from time to time I get this notice: "Posting from your ISP has been blocked due to abuse."

I find this extremly strange since why does some times I get block and others I do not.

During the Earthquake in Chile 4chan along with twitter was used to get information about what was happening since, the local networks phone, tv and  local servers where a mess. At that time I could post, but after all the shit happen my ISP was getting block again. I doubt 4chan unblocked my ISP just for that time so there is something else going on.

are all isps blocked in Chile? if not, find the one that isn't blocked and change to it.

Not all of them, but neither was this one. It appears that 4chan from time to time blocks it at random.

Also changing is not an option really, since here we have 3 internet companies that are worth it and 2 of them have cable tv, but only one its cable tv is not shit.
