For your "city", or state, you can make yourself a vhost to mask your hostname. To do that enter in
/msg HostServ request my.new.silly.vhost and then an IRCOP will grant that to you, provided it meets Rizon's vhost criteria.
As for "knowing" your client, they can get that through CTCP VERSION requests. You'll have to consult your client's documentation on how to mask that if you'd like to do so. Nobody can get your IP address except for maybe IRCOPs and
maybe channel OPs, but I'm sure about the latter.
To make a secure connection I think Rizon does support connections through SSL, but I never used that, so I wouldn't know anything about that.
