I need these to be of a fast bandwidth from south eastern Europe.

Will you be using said ``proxies'' on 4chan? And are they public?

It won't if you're familiar with the Unix/Linux command line. Otherwise you're going to have to invest some time learning. Either way, it's definitely a good investment as you'll more or less have a private proxy all to yourself.
